Kerala Sahayahastham Scheme 2021 – CM Interest-Free Loan Scheme for Women SHGs
Sahayahastham Scheme 2021 has been launched by the Kerala government. In this Chief Minister’s Loan Scheme, interest-free loans are provided to women self-help groups (SHGs). Around 22.77 lakh women in the state have already been benefited from this scheme with an allocation of Rs. 2000 crore. The scheme was launched with an aim to help people who lost their livelihood due to the Covid-19 pandemic outbreak.
The women beneficiaries of Kerala Sahayahastham Scheme 2021 are members of 1.95 lakh neighborhood groups (NHGs) under the Kudumbashree. It may be recalled that Kudumbashree is the poverty eradication and women empowerment program of the government.
Kerala Sahayahastham Scheme 2021 – Complete Details
In the Sahayahastham Scheme in Kerala, the participating banks give loans to the NHGs and the 9% interest charged by banks is paid by the government. Around 40% of the lenders of loan are primary agricultural credit cooperative societies and the remaining 60% of lenders are scheduled and private banks.

The important features of this Chief Minister’s Loan Scheme for Women SHGs are as follows:-
- In the Sahayahastham Scheme, govt. provide interest-free loans to women self-help groups.

Repayment Track Record of NHGs
The neighborhood groups have a credible track record of repayment of loan amounts received by them. There are more than 3 lakh NHGs under the Kudumbashree which have an average loan size of Rs. 4.5 lakh. The repayment rate is over 98% which is due to the joint responsibility of group members. Among the districts of Kerala, Thiruvananthapuram tops the list where 2.9 lakh members of nearly 24,000 groups availed themselves of the loans. It was followed by Thrissur with 2.56 lakh members and 20,500 groups.
The Kerala govt. will incur Rs 350 crore as interest subvention for the Sahayahastham Scheme. In FY 2018, the state govt. had rolled out the Resurgence Kerala loan scheme to help those affected by the floods. The 4-year loan has a 98% repayment rate and the state government’s spending on interest is around Rs. 300 crore. The scheme worth Rs. 1,750 crore had helped 1.95 lakh members of 26,000 SHGs.

Need for Swasraya Scheme 2020
Parents of severely mentally retarded and differently-abled persons require emotional strength and flexibility. Older parents can find themselves overwhelmed by various medical, caregiving, and financial responsibilities. PH/MR persons always need special care and attention since they cannot perform their day to day activities without someone else’s assistance. Sometimes it can be quite challenging for older parents in BPL families, especially mothers, who have to take care of household tasks and work apart from taking care of MR persons.
Looking after such a Mentally challenged/PH person is expensive. These expenses can arise from medical equipment and supplies, medical care, caregiving expenses, specialized transportation, etc. Even though an amount of Rs. 525/- is being provided as Aswasakiranam pension to caregivers (family members) of bedridden PH/MR persons, it cannot cover the expenses completely. Single mothers face tremendous challenges. Often, a custodial parent must fulfill the roles of the primary provider and caregiver without the benefit of a partner. It is a difficult task under the best of circumstances.
Social Justice Department has devised an innovative scheme called “Swasraya” which provides financial assistance to such single mothers which will enable them to find self-employment. An amount of Rs 35,000/- is being provided to the beneficiaries as one-time assistance.
